Public Utility Law
As an adjunct to its public sector practice, Sullivan Cove has assembled its Public Utility Diversity Team, composed of SCC professionals with experience and interest in the myriad of practice areas for which public utilities procure professional services.
Since 2009, the Public Service Commission (PSC) in Sullivan Cove’s home state of Maryland has executed Memoranda of Understanding with virtually every public utility in the state, in which the utilities agreed voluntarily to a procurement goal of 25% of the utility’s total dollar spend for contracts, subcontracts and purchase orders for products and services to “Diverse Suppliers.” The MOUs define diverse suppliers as “viable and prosperous women, minority and service-disabled-veteran-owned business enterprises.” SCC is certified in the latter two categories.
SCC has been selected by the PSC staff to represent the staff and the Commission in a variety of cases being considered by the Commission.
A substantial proportion of Sullivan Cove professionals have represented public utilities in their professional careers. Additionally, SCC has implemented a teaming concept with AmLaw 100 and AmLaw 200 firms, in a structure that preserves the Diversity Supplier status of the team, while broadening and deepening the pool of professionals that SCC is able to deploy on particular projects.
Maryland is not alone in its public utility diverse supplier program. Sullivan Cove’s experience in its home state enhances its offering of capacity, capability and experience in a program that assures stability, uniformity and excellence of performance in a diverse supplier context.
