Sullivan Cove has differentiated its government contracting practice into three divisions, each specializing in a particular sector of the federal (and state) government market. These divisions are Law Enforcement Services, Legal Support Services, and Real Estate and other Governmental Functions. Each division is led by a subject matter expert, experienced and recognized in the field.  These divisions are detailed below.

As a small business, Sullivan Cove is regularly sought out by large government contractors to partner in upcoming procurements.

Sullivan Cove’s three practice area divisions are:

Law Enforcement Services: Sullivan Cove’s primary North American Industry Classification System (NAICS) code is 561611, Investigation Services. Those services are essential to law enforcement in the United States and beyond and under the direction of Howard W. Kympton, Sullivan Cove is a mainstay of this crucial area of our national security.

In recognition of our experience and expertise, the GSA in 2019 awarded us a contract under GSA Schedule 84, Security, Fire and Law Enforcement, and SIN 246 52 Professional Security/Facility Management Services including security consulting, training and facility management consulting. As prime contractor for the Department of Justice, Sullivan Cove heads teams under two agency task orders totaling more than 130 employees nationwide. This seven-year contract runs through September 2022.

Legal Support Services: Led by Managing Director John Graham, Sullivan Cove’s Legal Support Services Division was the bedrock of the company’s initial focus and remains the most significant area of its practice.

In 2006, the General Services Administration awarded Sullivan Cove a Multiple Awards contract in GSA Schedule 00CORP SIN (Special Item Number) 520 6 for Financial and Business Services (FABS). That 20-year contract runs to year 2026 and has accounted for the many of our professional services contracts. These engagements include the Department of Homeland Security, the Federal Deposit Insurance Agency, the Department of the Treasury, the Department of Agriculture, the Equal Employment Opportunity Commission and others.

Real Estate and other Governmental Services: From our 2010 service as the government’s acquisition counsel for the 574,000 square foot National Bio and Agro- Defense Facility (NBAF) in Manhattan, Kansas to our representation of the Department of Agriculture in a design defect dispute for a newly constructed facility in Miami and the Department of Veterans Affairs for a facility in Martinsburg WV, Sullivan Cove’s expert real estate personnel achieved “Exceptional” evaluation on our Contract Performance Assessment Reporting System (CPARS) evaluation.

In 2019, the Department of Veterans Affairs contracted with Sullivan Cove to assist with guardianship matters for disabled veterans.  Additionally, also in 2019, the General Services Administration awarded Sullivan Cove a five year blanket purchase agreement for Real Property Solutions Services.

Sullivan Cove’s capabilities and experience range beyond our core competencies, and particularly when we are contacted by agencies or other potential partners, we consider adding our expertise to multi-disciplinary teams. In recent years, this has increasingly been evidenced by requests from the GovCon giants to join, often to prime, efforts to bid upcoming procurement opportunities.
